I apologize for the length of this substack, but it is necessary to explain how certain dots connect and the relevance….the devil is often in the details and only through examining the details can we piece together the bigger picture.
I also hope the details help others to track and look for globalists in their state or region. I’ve also added a lot of detail for my Maine readers…that they might see who is really calling the shots in Maine. Governor Mills may make the announcements, but it sure looks like Roux/Gates and those with whom they exercise influence are calling the shots.
I would remind people also that this is not a left vs. right situation….it is more an us (plebes) vs. them (fin/tech overlords). Sadly, we are beholden because these are the strings attached to those generous philanthopic gifts!!!!

Roux’s success in the world of finance and technology puts him solidly in the class of the likes of Bill Gates and Larry Page, among others.
WHAT IS ROUX DOING IN MAINE?
I first became aware of David Roux’s influential presence in 2018 while researching Bill Gates efforts to create a “systems change” in education by endowing the Nellie Mae Foundation with millions to effect such change through proficiency-based learning and mass customized learning.
Over time and an examination of Gates’ influence and plans in sectors beyond education, it became apparent that his efforts to digitize public education and recast it as lifelong learning pathways for credentialing and certifying skill sets was about creating a pipeline of workers for the coming gig economy.
Looking into the actions of Mike Dubyak, the former CEO of WEX was part of what led me to Roux. Mike Dubyak, involved with both Educate Maine (that had at the behest of Nellie Mae pushed the 2012 proficiency-based diploma law in Maine) and Focus Maine, was very much an advocate for the pipeline approach that Gates hopes will redefine education for future generations. Like Dubyak, David Roux has generously decided to invest in Maine as a tech hub. Of course, it is sold to the public as being for the benefit of future generations in Maine. However, it is my belief that we are dealing with a Trojan Horse brought to you by the predatory philanthropists. One need only look at the results of the botched PBL experiment to know that it was never about improving outcomes for Maine students. That was just the sales pitch.
Similarly, I maintain that the Roux Institute was sold as some generous endeavor designed to help the Maine citizenry and economy, but it is actually a thinly veiled attempt by Gates and Roux to set up shop in the Northeast Corridor to pursue their own goals consistent with the WEF Agenda, etc. First and foremost, I believe that the Roux Institute is about the creation and maintenance of a biopharmaceutical corridor in the Northeast.

2007 ROUX’s Appointment to the IHME: The endeavor of Gates with ties to the WHO.
In 2007 David Roux was appointed to the founding board of directors for the Institute of Health Metrics and Evaluation (IHME), located in Washington State. The IHME was funded by a $105 Million Dollar grant from the Bill and Melinda Gates Foundation. Among the founding board members of IHME was Tedros Adhanom Ghebreyesus, the current Director General of the World Health Organization (WHO).
Another key member of the founding board of directors was K. Srinath Reddy of the Public Health Foundation of India (PHFI). Also on the original board were representatives hailing from Harvard, China, Norway, Australia, US, and Turkey. These are the individuals that Roux was afforded the opportunity by Gates to rub elbows with beginning in 2007.
Interestingly, David Roux appears to be the only individual with a background in private finance and technology on the founding board of the IHME. We can assume that he was handpicked by Gates to fill this role on the IHME. David Roux remains on the Board of Directors of IHME, whereas others have come and gone.
Historically, there appears to be some controversy and competition between the WHO and IHME regarding the accuracy and role of the GBD (Global Burden of Disease) relative to its part in policy making. In May of 2018, the WHO and IHME signed a memorandum of understanding agreeing to strengthen collaboration on the GBD and enhance policy use of GBD findings. During the pandemic, the IHME has also been part of the controversy that often unfolded around modeling and predicting the impacts of COVID 19.
In 2013 Roux created the Roux Prize to be awarded annually by the IHME. The Roux Prize is awarded to a person that has used health evidence in bold new ways. It is meant to reward innovation in the application of disease burden research. Specifically, it is related to IHME’s most ambitious project, the Global Burden of Disease of which Roux has been an avid supporter. The Roux Prize can be viewed as not only a way to encourage innovation, but also to track researchers and scientists globally who align with the pursuits of the IHME. Each year the IHME takes nominations for individuals who should receive the Roux Prize. This nomination process is one way to ensure that the IHME and Gates are aware of work done globally related to technology, innovation, data, statistics, and world health. It’s ingenuous really—-by creating this prize Roux and arguably Gates can keep tabs on and be sure to have an awareness for any significant innovation in the area of public health that they might capitalize on.

Horton’s selection in 2019, upon a review of the various awards given in Roux’s name since 2013, stands out. Horton’s selection is especially curious in light of the snafu that followed the Lancet’s publication of a bogus study related to hydroxychloroquine. Two elite medical journals retract coronavirus papers over data integrity questions | Science | AAAS
To start, the bogus and faulty paper was printed in the Lancet and New England Journal of Medicine at a critical time in terms of undermining hydroxychloroquine as a potential treatment for COVID. It is important to remember that an Emergency Use Authorization (EUA) for the deployment of the mRNA vaccines required a determination that there were no other available and viable treatments for COVID 19.
In essence, the papers retracted by the Lancet and NEMJ, had in common three physician-scientists who had never been at the same institution nor had they ever collaborated or written studies together before. One might ask, how and why (particularly now) did Roux suddenly land a spot on the JAX Board of Trustees? There is not much mention of Roux’s presence and influence in Maine prior to 2010. I am not aware of his active advocacy or philanthropy in Maine in earlier years.
Is it coincidence that in in 2011, while still on the board of IHME, Roux was elected to serve on the board of trustees of Jackson Laboratory?
Is it pure coincidence that The Gates Foundation made a grant in October of 2011 to Jackson Laboratories (duration 63 months) in the amount of $3,550,000 for research related to the impact of pneumococcal conjugate vaccine (PCV) to nasopharynx microbiome in Africa and Southeast countries? ***Also, worth noting, that the only other grant given to JAX by the Bill and Melinda Gates Foundation has to do with contraception and non-hormonal means to impact fertility. This grant was awarded in November of 2021.

One wonders if this generous gift from Bill Gates to JAX in 2010/2011 earned him the right to nominate a member of his choosing to the Board of Trustees. Roux appeared on the Board and as noted above had longstanding ties with Gates through the IHME and Silicon Valley.

Roux’s “appointment” to the JAX Board of Trustees appears to have been a strategic move designed to begin working the fin/tech elite plans for smart cities and genomic medicine in the Northeast.
It is worth mentioning, as noted above and in my earlier substack, that it was around this time that Gates was also funneling money into education in Maine and the New England States to redesign public education. My research relative to the attempts to foist Proficiency Based Learning onto Maine Schools (which gained traction in earnest between 2010-present) via Nellie Mae, Maine DOE, Educate Maine, and the Maine Legislature demonstrates how long the predatory philanthropic fin/tech elite have been planning for the Great Reset.
At the time of my education research, my peers and I naively believed that Gates and Apple were simply trying to broaden their markets for their products and create future loyal customers through the education system. Ironically, I uncovered evidence of corruption at the State and local level (Auburn figured prominently in Apple’s and the DOE’s behind the scenes orchestrations) and revealed it to the DOE. I was intending to share publicly much of the information I had discovered in March of 2020, but the announcement of the pandemic eclipsed the issue with a new crisis.
However, I still have a great deal of evidence that suggests that the Maine DOE acted in concert with Gates, Apple and others to craft policy rather than respecting the wishes of Maine taxpayers. At that time, I still had faith in our representative form of government. I attempted to bring forward my discoveries to state officials. What followed confirmed for me that those in power at Augusta in the DOE already knew what I had discovered, likely because it was a result of intentional and purposeful acts designed to bypass the interests and wishes of the Maine electorate. It was a rude awakening for me, just as I suspect that for the researchers and doctors currently being censored have discovered that the systems, they once believed in are not guided by benevolent and just interests at this stage of the game.
Fortunately, a grass roots effort led by Emily Talmage, Representative Heidi Sampson and others succeeded in repealing the law that required schools to adopt a Proficiency Based Diploma system. This occurred in and around 2018-2020. I began my research in 2018 out of concern for what was taking place within our local public schools. The grass roots movement around and against PBL slowed the public schools focus on and adoption of PBL.
I will elaborate later how Roux first showed up on the education scene in Maine in 2018 with his investment in the Roux Institute in association with Northeast University in Portland. It is almost as if the efforts of Gates to remake public education pivoted towards our institutions of higher learning while Maine was awarded a substantial grant for remote education. Maine was one of 11 states that received federal grant monies to focus attention on remote learning.
Despite some success in pushing back the agenda to digitize education, with the pandemic came a renewed push for remote/digital education. Maine was one of 11 states that received CARES money, $17 million for our state DOE, to spend on remote education. Maine receives $17 million in CARES funding to pilot remote learning models - Portland Press Herald The Maine DOE seized the opportunity to continue to invest efforts in digitizing education rather than focus its energy and time to ensure quality in-person instruction. Maine’s Moose Platform is just one example of how the DOE is insisting that the future will be about putting children on screens. Back to Roux’s appointment to JAX in 2011….
At the time of his appointment to the JAX Board of Trustees, Charles Rice (elected to the Board at the same time as Roux) was a professor at the Rockefeller University and head of the Laboratory of Virology and Infectious Disease. He also was the founder of Apath, LLC, a technology licensing company with a focus on Hepatitis C virus and other human viral pathogens, serving on scientific advisory boards at GlaxoSmithKline, Merck, and Novartis Vaccines and Diagnostics.
He earned his undergraduate degree in zoology from the University of California and his Ph.D. in biochemistry from the California Institute of Technology. He completed his postdoctoral research at CalTech. Following that, he spent 14 years on the faculty of the Washington University School of Medicine as a professor of molecular microbiology.
Charles Rice did his postdoctoral work at CalTech on RNA viruses. His research focused on Hepatitis C and attracted attention about the possibility of producing vaccines. Charles M. Given past association and affiliations, it is reasonable to believe that the addition of Rice and Roux to the JAX Board of Trustees was for the purposes of promoting Gates’ interests and plans.
After only two years on the Board of Trustees in October of 2013, Roux made a historic gift of $10 Million to JAX for the establishment of the Roux Family Center for Genomics and Computational Biology. This was perhaps Roux’s initial foray into the educational setting, likely with an eye towards expanding his influence more broadly to institutions of higher learning in the northeast corridor. Not surprisingly after his generous gift for the JAX Genomic Institute, Roux was then quickly elected as Chair of the Board of Trustees for JAX. David Roux named chairman of The Jackson Laboratory Board of Trustees (jax.org) Clearly Roux’s millions has afforded him considerable influence. He remained the Chair of the Board of Trustees for several years. He was only recently replaced as Chairman by Timothy Dattels in 2022. Roux’s replacement at the helm of JAX with Dattels is also a curious thing as he has ties to Justin Trudeau (Trudeau’s pick/representative for Canada to APEC) and he formerly managed the operations of TPG in Asia. Roux continues on the board at JAX as well as the IHME.
The following article is an interesting read if one understands the WEF plan on several fronts, not just its clear interest in bioscience and technology. For CT, strides and stumbles in quest to spur bioscience industry (ctmirror.org) Much of what is touched on in this article is about why and how it was that JAX seemed to choose Farmington, CT over New Haven or the University of CT over Yale given the stated goals.
It is also extremely interesting in light of the fact that the Governor of Connecticut, Daniel Malloy, at the time that JAX opted to open the genomic center in affiliation with the University of Connecticut (with assistance/funding from CT taxpayers) is now the Chancellor of the University of Maine system. Former Gov. Malloy named chancellor of University of Maine System (westfaironline.com) Malloy secured his position at the helm of Maine’s University System despite not having had prior experience as an executive in higher education.
Malloy was appointed in 2019 and I expect it was part of Roux’s plan all along as part of a bigger plan to solidify his influence in education in Maine and the Northeast. There is an agenda in Maine to drive higher education towards creating a pipeline for the coming gig economy. I suspect that Roux and Gates are the masterminds behind the plan, buying influence with their money and connections to build the infrastructure needed through biomedical research, education, finance and environmental policy.
JAX, ROUX and CHINA
Going back to JAX, other items/trends worthy of attention is its growing associations with China on Roux’s watch. In 2016, JAX partnered with the Wenzhou Medical University and the hospitals affiliated with it in the Ouhai District in southeast China with a focus on individualized therapies for various illnesses and disease processes.

In 2018, JAX expands its influence in China further. JAX “announced several key milestones in China that will help to empower the Chinese biomedical research community. This expansion will help to empower the Chinese biomedical research community.” The Jackson Laboratory brings premium quality research models, expands research presence in China to improve human health (jax.org)
Then in 2019, once again JAX went public with its interest and commitment to collaborating with China in the biomedical field. JAX acknowledges that China may eclipse the US in spending on such research within the next couple of decades. JAX is looking to capitalize on what they view as a more viable resource for data relative to research due to the huge Chinese population and its more unified healthcare system than the fragmented healthcare system of the US with its many providers. ****Again, interesting to note that Gates and Buffet go to China and then Roux, leading JAX, in the years leading up to the pandemic is busy expanding the footprint of JAX in Asia and China.
****And one can’t or shouldn’t lose sight of the role of the WHO relative to global health and advancing the NOW under the guise of pandemic preparedness, with China, like Gates, exercising a great deal of influence with the WHO.
REVIEW OF ROUX’S ACTIONS IN MAINE FOLLOWING AND RELATED TO HIS ROLE AT JAX….
WHY MAINE? We are a cheap date, unsuspecting, and there are other advantages like our common border with Canada.
Beginning in 2011, Roux begins to exercise influence in Maine and the Northeast Corridor through JAX. His primary focus as the Chair of JAX was to establish the Genomic Research Institute in CT (arguably an anchor to the biopharmaceutical corridor/industry his anticipates unfolding with his and Gates helping hand) and expand JAX footprint in Asia and China.
As noted above, Malloy (the former Governor of Connecticut that helped convince CT taxpayers to kick in for the JAX Genomic Institute) is appointed as the new chancellor of the University of Maine system despite never having held a job in higher education.
When did Roux propose the Roux Institute and how?
I found minutes from a University of Maine Board of Trustees meeting in 2018 which appears to have been the first time they openly discussed the Roux Institute. The context is fascinating given that Roux partnered with Northeastern not the UMaine system. I would love to ask the Trustees to explain their position on the notes of this meeting.

This meeting, held in 2018, would have taken place as the UMaine began its search for a new Chancellor. How convenient that Malloy ended up as the new Chancellor, just in time to help the “Roux Institute” go forward.
Here is part of what is contained in the Meeting Minutes from 2018:
CHAIR’S REPORT. Trustee James Erwin provided an update on the status of the seat vacancies for the UMS Board of Trustees. Nominations for new Trustees had been scheduled to be appointed in early September 2018, however Governor LePage pulled the nominations from legislation on the day of the confirmation hearings. He stated that unfortunately, Governor LePage has decided that he will not be reposting any of the names, so in all likelihood the Board will not be onboarding any new Trustees until new administration takes over in the Governor’s office in January 2019. The Chair thanked Trustee Hood, Trustee Fournier, and Trustee Moody, who were slated to end their terms but will remain on as Board members until replacements can be appointed. Trustee Erwin updated the public on a project that the Board has been monitoring for a time that is now ready for public attention. Over the next three or so years, Maine will likely become the home of a world class research institute dedicated to developing crucially viable technology at the intersection of digital and health sciences. This institute is the idea of Lewiston, Maine native Mr. David Roux, who is a successful technology entrepreneur and investor. Mr. Roux has decided to build this institute in Portland, Maine. Mr. Chuck Hewett, who served as the Executive Vice President and Chief Operations Officer at Jackson Lab, has been named as the CEO of Mr. Roux’s research institute project. Trustee Erwin stated that this research institute has many potential benefits for Maine’s economic future and the University of Maine System. Trustee Erwin provided an overview of the upcoming challenges UMS faces in enrollment decline and workforce development. Although enrollment decline is acute in Maine, it is a problem Board of Trustees Meeting 3 September 16-17, 2018 throughout the United States and especially in the Northeast. He warned that UMS needs to take precautions now and make plans to mitigate this enrollment decline. UMS has to adapt to the rapidly changing market for post-secondary education by refining their pedagogy; in other words, what they teach and how they teach it. By making sure that students have the soft-skills as well as the professional education needed to be gainfully employed after degree completion, UMS can have confidence that they are delivering on the implied promise of producing graduates that are readily employable. UMS has to be able to identify emerging workforce needs and cater academic programs to fulfill those needs. Through collaborations among UMS academic programs and continued communication with the K-12 programs, UMS can help to mitigate Maine’s workforce challenges. Chair Erwin encouraged the UMS community to provide feedback on ideas that may help to mitigate enrollment decline and workforce challenges.
The Minutes Continue:
CHANCELLOR’S REPORT. Chancellor James Page presented further details on the potential research institute discussed in Chair Erwin’s report. The Chancellor reported that the research institute has been a topic of conversation for several months in the Portland area and that UMS has been fortunate to be a part of those early planning discussions. He stated that UMS has been working with Mr. Roux and Mr. Hewett to provide insight on potential collaboration with the institute and how mutual projects can enhance workforce development in the State of Maine. Additionally, UMS has been working with the research institute to find a suitable location in Portland with the goal of creating synergies between System programming and the programs offered by the research institute. The Chancellor has asked UM/UMM President Joan FerriniMundy and USM President Glenn Cummings to take inventory of UMS’s programming to identify strengths and weaknesses in order to develop a strategic plan for a possible collaboration with the research institute. Chancellor page provided an update on the Maine Center Ventures and Maine Center for Graduate Professional Studies. He stated that Ms. Terry Sutton who was hired as the CEO of Maine Center Ventures and Mr. Michael Weber who was hired as Dean of the Graduate School of Business, were two significant recent hires for the Maine Center. He also reported that teams have been active all summer working on developing plans for programming and engaging in fundraising activities in order to reach the UMS goal of matching the Alfond Foundation grant donation. Chancellor Page reported that UMS was recently one of a team that received a grant from the Lumina Foundation. The grant will provide funding to investigate workforce driven credentialing needs for northern New England. This proposal was developed during northern New England higher education institution leadership meetings. A national consultant who was recommended by the Lumina Foundation has been brought onboard to complete the core work of the research with a full study being developed in six months. This is the first collaboration of its kind, as it includes every community college and four-year education system across the three state area of Maine, New Hampshire, and Vermont.

For those well versed in the PBL debate and fiasco brought to Maine and other New England States, it is easy to see the intersection between Gates’ plans relative to education and now the coming “Roux Institute” and how it will figure prominently in the remake of Maine’s education system, as well as work towards biopharmaceuticals being Maine’s future economy.
What is troubling is that in this 2018 meeting, there is acknowledgment that the state’s resources have been invested discreetly and away from public view in working with Roux on his plan. And while it is couched in terms of being about Maine citizens and future jobs….I would ask one to think twice about that and consider that how these guys work is they either create the problem or define a problem on their terms and then offer the solution as some benevolent gesture, but it actually serves their purposes for the long haul.
If the Board of Trustees is concerned about enrollment being down (??this is prior to the pandemic and all that followed in terms of challenges to the University system. We all know the toll and harm done to the education system due to the pandemic policies and mandates) why are they not looking within relative to what or how the issue should be addressed? And why are they basically allowing Roux to coopt their planning and information for the purposes of adding to Northeastern’s billing/standing and not the University of Maine? Short answer….they are building a biopharmaceutical corridor in the Northeast, not trying to make Maine students more tech savvy. Caveat Emptor.
Then there is the admission that the Lumina Foundation is part of who/what is driving this reshaping of public education. Those familiar with the fin/tech elite agenda in public education are familiar with The Lumina Foundation. A visit to it’s website makes it readily apparent that it is pushing the globalist world view relative to industry and education. One learns to recognize the language of the globalists…..they are big on ”life long learning through credentialing and accrediting”….an example of a NGO that is doing the business of the government (while ignoring the will of the voters) under the guise of philanthropy.

Also in 2018, Roux was a guest lecturer at the University of New England for an annual lecture series on business ethics.
It is critical and important to understanding what is happening and Roux’s role that one watch this lecture and understand the context of what Roux is saying both in terms of Gates’ agenda and also what has transpired with the COVID pandemic.
The lecture preceded the pandemic but clearly focuses on the “novel” approaches in the area of genomic medicine that the fin/tech elite are anxious to foist upon the population.

In this lecture, Roux spends much of the time recounting advances in technology through the decades of the past and how society has responded. He is a dynamic and articulate speaker. However, for the last part of the lecture he speaks to the “technology tsunami” on the horizon and how he anticipates it will transform society.
Some key takeaways proffered by Roux and noteworthy elements of the lecture:
1.) Education will be first and foremost about technology going forward. He clearly feels that a liberal arts education is outmoded and will no longer have much value. He also maintains that the days of one creating on their own without the benefit of being trained on current technology, etc. are a thing of the past.
2.) He references the advances in medicine and introduces the possibilities for curing disease. He uses the example of gene editing if they were to determine that a certain gene causes Alzheimer’s or some other incurable disease. But he quickly then goes to the potential to “engineer our own evolution.”
3.) Roux argues that abortion will cease to be the issue of our times. He states that he believes that our “advances” in gene editing and RNA therapeutics we will be able to decide things like how tall, smart, fast our children will be.
More disturbing is his suggestion that this agenda will not be stopped due to the “corrupt politicians and unscrupulous businessmen.” When pressed about his role, he deflects suggesting that he is just a money guy seeing the advancing trends.
Roux, Gates and others in the fin/tech sector see the mRNA technology as the “software of life.” Because proteins are the building blocks of life, their belief is that gene editing and mRNA and RNA technology will allow for man to dictate his development of his species going forward. Again, they have set their sights on humankind being able to “engineer its own evolution.”
4.) Roux’s demeanor changes during the question-and-answer session when one challenges him about his failure to discuss ethics in the lecture. He simply is describing what he says is coming. Also, he has little use for the lady who asks questions about whether we will need liberal arts…like students trained in philosophy.
2020 and the Pandemic….what unfolded in Maine
Prior to the pandemic, Roux has established himself in Maine by way of JAX. He created a Genomic Institute through JAX that is to be associated with the University of CT. Malloy, as Governor of CT at the time, assisted him in this.
Then he proposes his ROUX INSTITUTE, which is consistent with the Gates push in Maine and other New England States through Nellie Mae, the Maine DOE, Educate Maine, Great Schools Partnership, etc. to remake education as a pipeline to service the tech sector.
He clearly is working behind the scenes, hidden from public view, on influencing Maine’s secondary education institutions, public and private as he advances his plan relative to the Roux Institute.
Originally, when I happened across information on the Roux Institute while researching PBL, I remember it sounded like it would be an education institute that would train students to work in labs, etc. However, when it was rolled out and sold to the public the scope of the purpose of the Roux Institute was seemingly broader. Is it because Roux would rather exercise his own control over the prospects that his institute affords? More on that later. At a Maine hearing recently (4/3/22) regarding proposed bills around future Covid vaccine mandates, etc., Michael Brennan tried to shut down any discussion of the Roux Institute and it being about building a biopharmaceutical corridor. “This project has the opportunity to immediately step into that situation and catapult Portland and the state to a national stage in research and development that right now we’re just not capable of doing,” Brennan said.
I’d argue that Brennan knows full well what Roux is doing and is very much aware that the agenda is to build a biopharmaceutical corridor.
And sure looks like what Roux is really up to is getting into the pandemic business and also the WEF/WHO/UN agenda where biopharmaceuticals will reign supreme. But then again, the fin/tech elite have decided that through CBDC and electronically tracking and tracing us is the way to manage the global resources and populations. And it is worth noting that these same people are also very interested in the possibility of the brain/computer interface. Different rabbit hole for a different day, but sadly…yes, the connections are there and can also be traced.
FOCUS MAINE GOALS/AND ROLE/REMAKE of HIGHER EDUCATION
Some will recall that part of how Maine was duped by Gates relative to the PBL diploma mandate and Gates efforts to create a systems change in the Northeast for education was through Educate Maine. Educate Maine, a non-profit functioning essentially as a lobbyist group, essentially became the lobbying group financed by Nellie Mae that convinced the legislators that PBL was the wave of the future.
In similar fashion, one need only look at FOCUS MAINE, especially in relation to the Roux Institute to understand the bigger picture/agenda.
It is important to note that Mike Dubyak, former CEO of WEX and colleague of Roux in bringing change to Maine, is the co-chair (and I believe a founder of) of Focus Maine. A catalyst to grow select signature industries (focusmaine.org) Focus Maine is the vehicle by which it appears Gates and his Maine minions wish to influence the future Maine economy. Just as Educate Maine was one of the catalyst for pitching PBL.
Be sure to note that Karen Mills served not only on Mills Economic Recovery Committee but is on the Board of Focus Maine with Mike Dubyak. Also serving on the Focus Maine Board is Charles Hewett who formerly was employed by JAX and now is instrumental in the Roux Institute. As a side note, Hewett has ties to Angus King. Remember, Senator King is the co-chair of the broadband caucus that declared the coronovarius had demonstrated how desperately we needed broadband everywhere. As an aside, I would note that the original Maine Learning Technology Initiative that was implemented under Governor King expired in 2020 or 2021 and the state examined its results. Focus Maine (like its sister outfit Educate Maine—consists of those calling the shots behind the scenes) identifies three areas for Maine’s future economy: biopharmaceuticals, agriculture and aquaculture. The director, Kim Hamilton came to Focus Maine with a resume that details her experience at the Gates Foundation. Ms. Hamilton served in a variety of senior roles at the Bill and Melinda Gates Foundation, including as Director of Strategy, Planning and Management for Global Policy & Advocacy. One of Focus Maine’s stated goals is to build a biopharmaceutical corridor between Portland and Boston. We already know that Roux sold the JAX Genomic Center at the University of CT in Farmington, CT based on its promise to further and direct the CT economy towards bioscience. Do Roux and Gates anticipate that biotech science will be perhaps the only economy of the future? And they intend to dominate and control it as our tech/fin overlords? This is where I begin to have growing concerns about the dark side of biomedical research that pushes us towards merging man and machine.
The plan is becoming more public and apparent as Roux works the various connections and allegiances he has fostered in Maine from 2011 on. On May 5, 2022 the partnership between Jackson Laboratory and the Roux Institute with the stated goal of building a biotech workforce for the essentially the Northeast that will focus on AI, computer and data sciences, digital engineering, and the advanced life sciences and medicine. This gift is consistent with Gates ideas relative to what is necessary to combat climate change. It also will enhance undergraduate studies in STEM and biosciences that are applicable to the biotech industry for both medicine and bioscience. In addition to pharmaceuticals, Gates has an established interest in genetically modified foods as well as interest in synthetically created meats. Worth noting that Focus Maine identifies aquaculture and agriculture as important economic drivers for Maine’s future. The question remains, is Focus Maine cultivating a business climate that is friendly to Maine’s traditional farmers and lobsterman/fishermen or is the focus on new avenues of producing food for the masses. Finally, with the advent of digital currency and blockchain, it is anticipated that managing individual’s carbon footprint allowance will be possible through track/trace surveillance. That is, it is believed that in order to combat climate change, Gates and others will argue that we must limit our carbon footprint and that all individuals must be policed to make sure that we are all doing our part.
The University of New England is also tied to the Roux Institute through its newly established partnership with BioConnects. Interestingly, Colby College, received a 30 Million dollar gift to create the Davis Institute for Artificial Intelligence. The article highlighting the gift mentions that it was made just a year after the announcement about the Roux Institute in Portland. I have yet to research whether there is a connection between the Davis family and Roux.
Roux has clearly used the Roux Institute as a means of partnering with Maine’s private schools in pursuing a biotech/digital endeavors and future. I expect that what will follow upon the heels of the likely “stories of success” coming from those institutions will be the argument that our public university system should follow their lead. Unlike in the PBL fiasco, where Gates attempted to “reform” public education first, Roux is ushering in the era where the biosciences and digital economy will dictate our lives and choices.
Roux and Gates have positioned themselves to capitalize on the learning in higher institutions. First, they are designing the programs to be about servicing the business sector not merely as institutions of higher thought. Second, they will have ready access to the best and brightest given the model which puts industry in direct contact with talent through the educational programming. Finally, because the Gates and Roux are positioned to scoop up any businesses/ideas that have promise through their investments and private equity firms. In “helping the Maine economy” through purposeful philanthropy they are building infrastructure to realize their goals relative to technology and innovation. They are further consolidating their power, influence and control over our state and regional affairs. Additionally, opportunities will undoubtedly arise for them to garner yet more wealth and continue to line their pockets.

Scratching the surface on that one, it becomes easy to see that the “mistake” of Malloy in not informing the search committee about the candidates background….was unlikely a “mistake.” Rather, Malloy was trying to ensure the selection of an individual who would be loyal to the plan. My estimation, Malloy got caught with his pants down trying to do the bidding of Roux in selecting an “appropriate” candidate that would align with the plans that Roux et al have for the University of Maine System.

BOOM….THE MARCH 2020 SHUTDOWN and ROUX TO THE RESCUE
ROUX: The Man Behind the Curtain….and behind the Mills’ Agenda
Another VERY concerning discovery includes the realization that Governor Mills is on board with agenda. In Maine, the lockdown occurred in March of 2020. Governor Mills lost no time in appointing an Economic Recovery Committee under the guise that the devastation to the economy would require recommendations for both short term mitigation strategies AND long-term economic plans. Governor Mills formed this committee in May of 2020. The Committee was huge and included individuals from various sectors of the economy and institutions in government. The report of the Committee that was issued in November of 2020 and meant to address the path for Maine’s future, as a friend stated reads like a 4th Industrial Revolution document/roadmap.

Some of the telltale signs include an insistence on pushing 5G and putting technology and innovation at the center of the future Maine economy. There are recommendations about what is referred to as “stack and pack” housing often highlighted in the smart city models. That is putting state funds into the development of high-density housing. The language around education is consistent with the buzz words related to Gates efforts to transform education in the Northeast. There is reference to the need to maintain and expand telemedicine. Recommendations around how and where the state should invest taxpayer monies is also important to note. Examples include the Maine Technology Asset Fund and the Maine Venture Capital Fund. Also, be sure to note the recommendation that Maine needs to invest in agriculture, fisheries, and Aquaculture infrastructure and innovation. For reasons I will note below, I do not think this is about supporting Maine farmers or lobstermen. While not all bad, one must read the document with a critical eye and recognize that part of it are clearly a Trojan horse. Finally, the report advocates the use of public-private partnerships. This is a key element of the design and implementation of the biosecurity surveillance state. That is, as we become more dependent on technology and our activities monitored and data collected governance will be data driven and dictated by the fin/tech elite. They will call the shots and make determinations about what is in our best interest, while making money!
What it is VERY important to note is that the experts who actually made these recommendations are listed on page 34 as follows:

The Committee’s recommendations also benefited from the valuable input received during presentations by the Federal Reserve Bank of Boston, the Department of Economic and Community Development, the Department of Marine Resources, the Department of Agriculture, the Maine Forest Products Council, and Live and Work in Maine, among others.
What strikes me about this list is that the top three are all representatives of Mr. Roux’s interests and vision. WEX Inc. is under the influence of Roux by way of Mike Dubyak. Mike Dubyak is on the Board of the Harold Alfond Foundation. I fear that between Roux and the current Board of the Harold Alfond Foundation, the University of Maine system will be folded into Gates’ and Roux’s vision and plans around our digital future. On the eve of Mills’ Economic Recovery Committee’s Report being issued, Harold Alfond made a 500 million pledge to help Maine’s economy. This pledge has the fingerprints of Roux’s and Gates’ vision all over it.

It is important to remember that Dannel Malloy, former CT governor, appears to have been handpicked right before this investment in Maine. Clearly, he is expected to help lead the change that Roux envisions is necessary for the University of Maine system.
As I mentioned above, Roux has clearly used the Roux Institute as a means of partnering with Maine’s private schools in pursuing a biotech/digital endeavors and future. Finally, because the Gates and Roux are positioned to scoop up any businesses/ideas that have promise through their investments and private equity firms. In “helping the Maine economy” through purposeful philanthropy they are building infrastructure to realize their goals relative to technology and innovation. They are further consolidating their power, influence and control over our state and regional affairs. Additionally, opportunities will undoubtedly arise for them to garner yet more wealth and continue to line their pockets.
FOR EXAMPLE:
Consider one month BEFORE the Economic Recovery Committee’s final report was issued, Roux established BayPine in Boston, MA. In October 2020, Roux founded BayPine with others as a private equity firm committed to buying businesses in traditional sectors of the economy to remake them for a digital future. BayPine | Home There is no mention on Page 34 of the Economic Recovery Committee Report that lists Roux as an expert about his various roles and potential conflicts of interest in delivering his recommendations. He is simply listed as a philanthropist and investor.
The reality is that Roux recommends policies that he has the money to turn around and further capitalize on those policy recommendations. For example, the first business that BayPine purchased was Mavis Tires. New buyout firm BayPine close to $6 bln Mavis Tire acquisition-sources | Nasdaq One can speculate that part of the reason for Baypine’s buyout is that it positions Baypine to capitalize on the electric car policies. Why? Mavis Tires and Town Fair Tires are affiliated. Town Fair Tire Centers, Inc. and Mavis Tire Express Services Corp. to Join Forces With the push for electric cars, there will be a need for charging stations. Mavis Tires and Town Fair Tires have an established network of service centers, many located in the Northeast.
The second investment of Baypine was in Penn Foster, an education institution once known as the “Harvard of Correspondence Schools.” Clearly, BayPine believes that the online and digital education model that is about pairing digital science and skills-based learning (which is the hallmark of proficiency and competency-based learning models pushed by Gates) will be the future of education. Again, the focus of the tech/fin elite is to build an education system that serves as a pipeline for a workforce for the coming gig economy. They need individuals to service the machines that will dictate our lives. The focus at this point is for the development of AI in the process of re-making society. Baypine has also invested in the medical sector. However, it seems as though they are proceeding with caution on that front. I suspect that by acquiring a dermatology practice they anticipate the opportunity to work some kinks out regarding how to digitize medicine without huge liability. In essence, David Roux was the “expert” offering the solution relative to the crisis created by the COVID virus and presumed pandemic. As the expert relied upon by a cross section of leaders in Maine in education, business, government, non-profits, etc. , the delphi method was once again used by the fin/tech elite (as it was used during the PBL battles) to sell us their wares and solutions as if it was for our benefit. Nothing could be further from the truth. Notice how the Report by the Economic Recovery Committee fails to mention Roux’s newly founded private equity firm, BAYPINE?
Roux and Gates are actually in effect operating as our overlords/oligarchs by throwing money at politicians and key players for advancing their agenda.
ADDITIONAL INFORMATION TO CONSIDER
The agenda is very much about the advancements in technology, especially in the biotech sector. It would be too much for me to go on to explain further how the bigger agenda underlies Roux’s and Gate’s steps. If I were to relate those details, it would be met with disbelief.
The reality is that most Mainer’s have no idea who David Roux is, his ties to Gates and Mills, and/or his activity in the private equity sector. Furthermore, most would not be able to comprehend that the agenda of transhumanism, machine/brain interface, and the Internet of Things and Web 3 is far more advanced that even I can imagine. The plan is pretty much to hook us up to the cloud so to speak.
However, to give one a sense of how we are only seeing the tip of the iceberg, I will share with you the following.
It was in 2014 (nearly a decade ago) that the chair of the WEF Global Council on Emerging Technologies prepared a report of the top 10 emerging technologies at that time.

Note that the list includes RNA therapeutics, but more importantly it includes the brain/computer interface.
And the author of the report, the chair of the WEF Global Council on Emerging Technologies in 2014, was Noubar Afayen. Noubar Afayen is also the original funder of Moderna. Go figure. That’s right. He put up the monies at the time that Moderna was founded. I have tracked and traced Moderna, the players, its background pre-pandemic, etc. What I found is part of the reason I never consented to an mRNA vaccine!
Also, MIT’s Robert Langer was one of the founders of Moderna. His area of research has to do with biotechnology, including tissue engineering, drug delivery, bio fabrication and the development of medical devices. And if one wants to get really crazy and look into “conspiracy theories” and reflect on Roux’s potential involvement….one need look not much farther than the case of Charles Lieber. Langer was working with Lieber as well.
In January of 2020 Charles Leiber of Harvard College was arrested by the FBI for failing to disclose his ties to China to the US government in relation to his research. The Justice Department’s China Initiative was undertaken in 2018 as a means of cracking down on China’s efforts to gain access to US trade secrets and cutting-edge research in biomedicine and technology by infiltrating research and higher education institutions. Leiber’s research group had been the beneficiary of 15 million in grants from the Department of Defense and the National Institutes of Health. Something (or rather a few things) does not add up….
Charles Lieber was working on injecting nanotubes at the time of his arrest. Lieber’s arrest was supposedly because of his involvement with Chinese researchers and his failure to disclose his associations.
Harvard maintained they had limited knowledge of Lieber’s activities in China. But that seems doubtful to me. Why?
How is it that Charles Lieber supposedly set up (in Harvard's name) a joint key nano lab in China at the Wuhan University of Technology in 2009 but supposedly Harvard had no idea until 2015.

Take a look at the CV for Mai, the Director of the WUT Nano Lab....
I noted a few things....look at how the Harvard Collaboration is listed from 2009-2014 and then goes away or is named differently....no longer named as with Harvard.
Mai is listed as an "Advanced Research Scholar" of Harvard from 2008-2011, which would be within the time frame he lists himself as the Executive Director of the WUT-Harvard Joint Nano Key lab. He had that title from 2009-2014.
And note that in 2017, Mai is a research scholar at the University of California in Berkley.

And despite having been arrested 3 years ago....it was only recently that Lieber was sentenced. I wrote about that not too long ago.
In short, Charles Lieber's arrest and the timeline of his offenses and Harvard's knowledge or lack thereof regarding his Chinese activities....yeah, there are more questions than answers and yet, no inquiring minds want to know....
****Of course, because Lieber was arrested in January of 2020 due to his alleged ties to China many quickly asked if he had anything to do with the emergence of COVID. Fact checkers quickly went on the record saying that his arrest had nothing to do with the novel virus.
One has to wonder about the timing of his arrest and his removal from public view when you consider all that has been revealed in the aftermath of the pandemic. What was he working on? Was his work relevant to the vaccines that would soon be introduced?
WHAT ABOUT LIEBER’S ARREST GOT MY ATTENTION RELATIVE TO JAX AND ROUX?
In December of 2020, the FBI was investigating a JAX employee, Yijun Ruan, for similar offenses. Former Jackson Lab employee being investigated by FBI - Portland Press Herald Yijun Ruan was identified as the Florine Deschenes Roux Chair and Director of Genome Sciences at the Jackson Laboratory for Genomic Medicine in Farmington, CT. This is what was said about Ruan at the time of his hiring:
“Yijun’s broad interests in genome biology, coupled with his innovative approach to developing new research techniques, make him an ideal member of the new JAX Genomic Medicine research team,” said Bob Braun, Ph.D., Jackson’s associate director and chair of research.
After earning BS and MS degrees in microbiology from Huazhong Agricultural University in Wuhan, China, Ruan obtained his Ph.D. in plant molecular biology from the University of Maryland, College Park, where he also conducted postgraduate research. Following scientific appointments at Monsanto Co. in St. Louis and Large Scale Biology Corp. in Vacaville, Calif., Ruan was recruited to the Genome Institute of Singapore (GIS) in 2002. Edison Liu, M.D., former director of GIS and now president and CEO of The Jackson Laboratory, credits Ruan for building the institute’s state-of-the-art genomic technology platforms and its award-winning genome biology programs.

In the above article, there is no mention of his enrollment in China’s “One Thousand Talents” program as of 2012. “According to an FBI affidavit filed in federal court in Bangor, Yijun Ruan was listed as the primary investigator on 17 Jackson Lab research projects that received over $15 million in funding from the National Institutes of Health from 2014 through 2020.” Researcher under federal investigation for Chinese ties - ABC News (go.com) More recently, it has been revealed that there are issues with other Jackson Laboratories employees’ and their conflict of interests given their associations and activities with and in China. I am not so convinced. Could it be that certain associations were uncovered but those responsible for setting up and establishing the Genomic Center in Connecticut knew exactly who they were hiring. LinkedIn has a profile for Yijun Ruan but it listed nothing other than his employment at JAX. Did Gates know about Yijun Ruan’s work and research?
In 2010, the Gates Foundation purchased 500,000 shares of Monsanto. Monsanto is a behemoth company most known for its research relative to genetically modified foods. The interesting thing is that Ruan was employed at Monsanto as a Senior Scientist from 1996-1999. This fact seems to be missing from many of the announcements relative to his new found employment at Jax in 2013. His employment with Monsanto was before Gates purchase of 500,000 shares of Monsanto in 2010.
A review of Ruan’s curriculum vitae while working at JAX makes clear the focus of his research. ruan-cv.pdf Ruan’s CV shows that he was the recipient of a Rockefeller Foundation Fellowship from 1998-2001. I suspect his work at Monsanto was noticed by those in positions of power and influence. Interestingly, his CV also lists him as the recipient of China’s “One Thousand Talents” in 2012, as well as his associations with Chinese institutions. Clearly his area of research was also noticed in China. I found the CV on a Jackson Laboratory link dated 2017.
Yet, when the news broke that Ruan was being investigated by the FBI, JAX maintained that Ruan “failed to disclose material information to JAX, thereby causing JAX to submit materially false grant applications, Just-in-Time reports and other documents to NIH via the internet. These interstate wire communications facilitated Ruan’s scheme to defraud." Jackson Lab responds to FBI investigation of former employee | Mainebiz.biz While Ruan’s CV lists his associations and awards taking place prior to and up to 2012, it seems a bit naïve to believe that those managing JAX, including Roux, did not have an awareness for Ruan’s associations and should have at least noted them as past associations considering the China Initiative (undertaken in 2018).
Did Roux and Gates hand pick Ruan to lead the research at the new JAX Genomic Medicine Center or did they advertise for the position and Ruan was selected from a pool of candidates? It would be interesting to know how exactly Ruan came to be at JAX. I am continuing to search for more information relative to Yijun Ruan (also need to look if he has associations with other Chinese scientists that the FBI have investigated).
***Interestingly, after Lieber was sentenced, I decided to double check and see if there was any news on Ruan online, since I had searched periodically and found no evidence of where he went following his departure from JAX. Suddenly, now he is coming up as having a new lab in China as of 4/16/2023. I wonder if the FBI ever caught up with him or did he leave the US without being detained or interviewed.

It does appear that the now retired CEO of JAX, Edison Liu might have been the connection to Ruan. Wikipedia details the background, interests and success of Liu at JAX as follows:

Yijun Ruan was previously employed by the Genome Institute of Singapore (GIS) from 2003-20012. From 2006-20012, Ruan was the Assistant Director of the GIS. Did Gates and Roux import Ruan and Liu from Singapore in 2012/2013 to lead their research relative to the human genome? The FBI went looking for Ruan in March of 2021. Edison Liu stepped down as the CEO of JAX in 2021. By November of 2021, JAX had a new CEO in Lon Cardon, Ph.D., FMedSci. The Jackson Laboratory appoints Dr. Lon Cardon as its next president and chief executive officer (jax.org) He hails from GlaxoSmithKline.
While I have found articles saying that the JAX is cooperating in the investigation and that Ruan no longer is employed by JAX, I have not found any follow up regarding his arrest or case. I find that odd. Just as I find the timing of Charles Leiber's arrest, his area of research and the nature of his prosecution odd (but for now, my theories around that are pure speculation).
JAX has figured prominently in the response to the pandemic. Roux’s vision for the JAX seems to have position the non-profit to capitalize on the pandemic in several ways. JAX has been involved in research relative to COVID19 providing genetically modified mice for vaccine development and research around the susceptibility of individuals to the virus based on genetic profiling. The University of Maine System also partnered with JAX to provide for COVID testing, this was a deal announced by Chancellor Dannel Malloy, the former Governor of Connecticut who had been instrumental in the establishment of the JAX genomic medicine center in Farmington on the University of CT campus prior to being hired as the chancellor of the University of Maine system. A search of the WEF website also confirms a close relationship and ongoing collaboration between Microsoft (Gates) and JAX (Roux). A video featuring JAX appears on the WEF website. Additionally, JAX and the collaboration are described as follows:

While much of the evidence detailed above could be dismissed as honest, benevolent, and intense efforts to solve diseases that humankind suffers from, the problem is that the technology and research can also be used for nefarious purposes. The recently demonstrated lack of integrity of our institutions in addressing the current crisis makes such a conclusion more than suspect.
I, and other researchers that I follow and communicate with, have more reason to believe that there is a more nefarious agenda that is driving the innovation in technology, biomedical science and climate change policy. We have identified key areas in the US where the agenda has been unfolding and is influenced and driven by other predatory philanthropists. Some believe that there is a push to create megaregions in the US versus our current system of states. For example, in Tulsa, Oklahoma there are efforts like Roux’s being undertaken by the George Kaiser Foundation. A peer of mine, Julianne Romanello, once a professor at the University of Oklahoma began researching, like me, the “reforms” in education that made no sense. What she soon discovered is the influence and power being exercised by the Kaiser Foundation in Tulsa and Oklahoma extended far beyond education. Tulsa appears to be where a future smart city is being piloted. Pennsylvania is also a hotbed for the agenda.
I am currently chasing down Roux’s associations with Google/Calico Labs and other areas. It is evident from the fact that Vint Cerf is listed among the experts that Mills’ Economic Recovery Committee that Roux likely has ties with both Gates and Google. Is it all about just figuring out the genetic mechanisms of aging? Doubtful.
I can give you more information about the bigger agenda relative to the technology that is being advanced by Gates et al in terms of Web 3.0, but for those who are just now trying to come up to speed, it is a steep learning curve and often feels surreal---even for those of us who have been researching and tracking these cretins for some time. Some feel that not only is there a push to essentially hack humans and make us able to be connected via the cloud, there are also theories that the connectivity will be through not just medicine but also food. In the back of my mind, it does have me curious about Yijun Ruan because his focus in the area of genomic research historically included the genetically modified plants, etc.
One final thought, based on all that I have reported above….I think Maine was selected in 2019 as a state to target for the elimination of the exemptions relative to the law on vaccines. Maine had not had a problem with failure of its citizenry to vaccinate leading to outbreaks. In fact, Maine had one case of measles and it was in a student who had been vaccinated.
Isn’t it interesting that in 2019, Pfizer, Merck, et al was the one giving money ($500,000 plus) to those pushing to eliminate religious and philosophical exemptions from Maine law. Maine voters tried to reverse the law that eliminated the exemptions on the eve of the pandemic. Pfizer and others in the pharmaceutical/biotech space were not having that. Have a look:

I also believe Dr. Shah, Maine CDC director during the pandemic, was not by chance. He is a former Soros fellow. Now Dr. Shah is the deputy director of the federal CDC. He earned a spot on the ACIP during the pandemic for good behavior in touting the government narrative and now is second in command at the national CDC.
I also do not think it was mere coincidence that Lambrew was appointed to the Head of the Maine Health and Human Services Department. She is associated and has ties to the Center for American Progress (CAP).
The other thing I want to make sure you are all aware of…..Biden signed an executive order in September of 2022 in which he basically put biotechnology at the forefront of the economy. Again, coincidence? Sure seems consistent with how Focus Maine designated biopharamceuticals and life sciences (presumably genetically modified as things go along) prior to the pandemic as its focus. All this must make people wonder….was it a plandemic? How can so many things align? And the same individuals brining us this nightmare seem to have turned around and used the COVID crisis to further consolidate their wealth, power, influence and control. Roux certainly has benefited considerably from the pandemic is pushing his agenda and controlling more and more institutions and the business sector in Maine.

SURE ARE A LOT OF COINCIDENCES….but the takeaways are that in the decade leading up to the pandemic, David Roux assumed a prominent role in Maine as both a member and chair of the Jackson Laboratory.
He also ingratiated himself to those in politics and education by funding the Roux Institute, which would further permit him to launch programming with the University of Maine system and other private post-secondary education institutions.
Additionally, the Roux Institute is a place holder/anchor of sorts for the biotech industry as Roux and Gates invest in the biopharmaceutical industry and further establish a biopharmaceutical corridor in the Northeast. He even funded a climate change/environmental center at Bowdoin College. One can only begin to imagine the future plans relative to merging the issues of public health and climate change, per the WHO strategy. I’m sure there will be a world of “opportunity” opened up with this well-placed philanthropy.
Roux advised the Governor’s Economic Recovery Pandemic Committee and went down to Boston and promptly set up a private equity firm to capitalize on the investment in all things digital. As taxpayers are forced into electric vehicles, don’t worry Mr. Roux’s Baypine will be there to ensure good service at digitized service stations!
JAX laboratories has ties with Google who we know, along with others in the fintech biotech sector, are obsessed with stopping aging or seeking an immortality…one way or another, biologically or digitally.
And what’s up with all the focus on China…by JAX, by Lieber and what is Ruan’s deal?
Sure feels like we have the usual playbook…..they create the problem and then sell us the solution, mostly for their benefit!
